Please go! This was in my local paper this morning -The opening ceremonies, scheduled for 8 to 10 p.m. today, will finish with a previously unannounced, 40-minute show by Aaron Carter. Admission to the Festival Village, which is near Browns Stadium, is $7 a day or $15 for the weekend. Children 10 or younger are free

So he's doing part of the opening ceremonies, he's scheduled for 9:25PM and then he's also doing a 40 minute concert afterwards.
