Nope, Dumbya didn't order Katrina. He only diverted funds that had been earmarked to fix up the levees along Lake Pontchartrain to his crusade in Iraq.

Equally as smart as the decision among the early settlers of n'orleans to build their city however many feet below sea level -- now that takes some brains -- with subsequent generations continuing to build....
