President Bush, delivering a lengthy defense of the wars in Iraq and on terrorism, angrily accused Democratic leaders today of misrepresenting a recently declassified intelligence report, saying they favored policies that would increase the nation's vulnerability to terrorist attacks.

Speaking to an audience of Republican Party contributors, the president melded politics, the war in Iraq and the antiterrorism fight to a greater extent than in recent times.

Bush devoted roughly two-thirds of his approximately 40-minute address to the national security issues of his presidency. He cited the opposition of 160 House Democrats, "including the entire House Democratic leadership," to the measure the House passed Wednesday night creating a system to bring suspected terrorists to trial before military panels.

He also renewed his complaint, voiced Monday, that the National Intelligence Estimate outlining the capabilities of Muslim terrorists was leaked to newspapers for political reasons and that "some from the other party are quoting selectively" from the document for political purposes.

Dramatically lowering his voice, he said the document, some of which he ordered declassified, "confirms we face a determined and capable enemy." But he did not discuss some of the central points — that the war in Iraq is fueling those fighting against the United States.

He did acknowledge that the United States' opponents were acting out of "long-standing grievances," including corruption, injustice and a fear of Western domination, all of which he said were fueling the jihadists.
