The White House said Wednesday it had mishandled Republican Party-sponsored e-mail accounts used by nearly two dozen presidential aides, resulting in the loss of an undetermined number of e-mails concerning official White House business.

Congressional investigators looking into the administration's firing of eight federal prosecutors already had the non-governmental e-mail accounts in their sights because some White House aides used them to help plan the U.S. attorneys' ouster. Democrats were questioning whether the use of the GOP-provided e-mail accounts was proof that the firings were political.

Democrats also have been asking if White House officials are purposely conducting sensitive official presidential business via non-governmental accounts to get around a law requiring preservation — and eventual disclosure — of presidential records. The announcement of the lost e-mails — a rare admission of error from the Bush White House at a delicate time for the administration's relations with Democratically controlled Capitol Hill — gave new fodder for inquiry on this front.

The Republican National Committee set up the accounts for about 20 Bush aides, such as Karl Rove and his deputies, who get involved in politics, spokesman Scott Stanzel said. Having the GOP create non-White House addresses and provide separate BlackBerries, laptops and other communications gear was designed to avoid running afoul of Hatch Act rules barring federal employees from engaging in political activities with government resources or on government time, he said.

White House officials told House Oversight and Government Reform Committee Chairman Henry Waxman (D-Calif.) that they are unable to comply with his request for records from e-mails accounts used by senior White House aides that were under the control of the Republican National Committee.

This is a big problem for the White House, and Waxman said it raised "serious legal and security concerns" about the e-mail related activities of Bush administration aides.

Waxman's staff are supposed to meet with RNC officials on Thursday about the "rnchq" and "gwb.43" e-mail accounts, which some White House officials, like Deputy Chief of Staff Karl Rove, use for authorized political work. Waxman suspects that White House aides were using the accounts to evade presidential record-keeping requirements. The RNC, which knows that Waxman may be in town a lot longer then President Bush will be occupying the Oval Office, has pledged to cooperate with the committee.

How many e-mails, for how long a period, what was discussed, and who sent them,is unclear at this time, and Waxman's office was not really anxious to talk about the matter at press time. The Crypt also wasn't invited to a private White House briefing on the situation given to some reporters, but I know the general gist of the situation, and it's really bad for the White House. This is just what Waxman needs keep the issue alive, possibly until the end of time.
