Yep, that veteran says that Abu Ghraib was policy made by civilians at the top, and that the soldiers were only doing what they were told to do.
That would put responsibility squarely on Bush, Cheney, and Rumsfeld.
I completely agree with him.

I completely agree with him.As civilians you don't understand the chain of command. I highly doubt the command to treat these prisoners like they did came from D.C. Bush doesn't command the troops, he deploys the troops and once they are deployed, their commands come from the Fleet General in D.C who sends the command to the Military divisions chief of staff, who then sends it down to the Generals, Admirals, and Colonels of each area we are deployed in...and so on.......You need to look at those in charge of the prison, because most likely they are the ones who gave the command.
Bush is briefed on what is going on every day..but he doesn't make the actual decisions on how to run the war, that comes from the Fleet Generals.

Oh. I thought the President was Commander in Chief and as such, exercises general command and supervision of the U.S. armed forces: the Army, Navy, Air Force, and Marines, at home and abroad. All military generals and admirals take their orders from the President.
Did I miss something?

Yes, Connie, the details come from the military. The overall policy comes from the White House.
