Earlier today, iTunes removed "Womanizer" from their online store."Womanizer"'s popularity bar had 2x more than the #2 song and almost 3x more than the #3 song.
The webmaster of Jive Records Official Britney site said that Jive Records did not remove the single from iTunes and she was not aware of the news until concerned fans sent emails wondering why they couldn't purchase the single from iTunes.
"Womanizer" went from being #1 on the iTunes chart to not being on the list altogether.
This follows YouTube flagging the Official "Womanizer" music video upload as 'inappropriate'.
Last year, her album Blackout was kept back from being #1 on the Billboard Hot 100 Album Charts, thanks to a sudden Billboard rule that allowed the sales from exclusive retail albums to be counted-- just hours before she were to appear as #1.

I wonder if iTunes will release a statement. No doubt Jive Records contacted them about this. This was like a day of sales gone down the drain.

Just hours before the press release was issued, a Billboard executive lamented that even though it appeared the Eagles had handily beaten Spears, they would not debut at the top of the charts because of rules forbidding albums exclusively sold at one retail outlet from hitting the Billboard 200.
"In consultation with Nielsen SoundScan, Billboard will now allow exclusive album titles that are only available through one retailer to appear on the Billboard 200 and other Billboard charts, effective with this week's charts," read an article posted on Billboard.biz Tuesday night. "Prior to this, proprietary titles were not eligible to appear on most Billboard charts."
Around 2 p.m. on Tuesday, several hours before the reversal was announced on the Billboard site, the magazine's senior analyst and director of charts Geoff Mayfield explained to MTV News why the Eagles would not be soaring over Britney.

nah, Britney fans don't blame other artists. We accuse the company itself of being a hater instead because its less than likely that an ~internet street team~ has that much power.:D
But did you bother to read the MTV.com article about her being denied the #1 spot? This rule was implemented hours before the charts release and without taking into the consideration of other retail stores. Billboard always had the power to do it but , for whatever reason, let Walmarts count this time around - forcing all retail stores to participate in future sales. Because this rule is still new( less than a year old ) I'm willing to bet that other double sales has/will be overlooked or reported incorrectly. Even now, they cannot say for sure what were the true sales on that exclusive album.

The MTV.com article says that Walmart announced their sales and then BILLBOARD convinced Walmart and The Eagles to submit their sales to SoundScan. Neither had any intentions to do so, but Billboard probably told them that their sales were high enough to claim the #1 spot- overthrowing Blackout.
"I can believe the Eagles sold more, but I'm not seeing anything that verifies for me that they outsold her and anything we see otherwise might be from people with a stake in suggesting that," Mayfield said Tuesday afternoon, admitting that he was frustrated by the situation and had been in talks to try and convince Wal-Mart and the Eagles to share the data.

But in describing the rule reversal in a press release Tuesday night, Mayfield said, "We know that some retailers will be uncomfortable with this policy, but it was inevitable that Billboard's charts would ultimately widen the parameters to reflect changes that are unfolding in music distribution. The reason that exclusives usually aren't on the charts is because they refuse to give info about specific numbers and walmart did.

They refuse to give info about their exclusive sales because they resell those albums to other music store chains, then those other stores resell the albums, at higher prices, to local customers. This is illegal. It creates the double sales effect which dramatically raises the numbers of a double disc album-- which by law are counted as a double sale even without the redistribution.
This is illegal.

According to Rollingstone.com, it is still a mystery how other stores ,like Virgin Megastores, were able to get their hands on large stocks of The Eagles album. But it is clearly presumed that the tactics above are the only way its possible.
Billboard claims SoundScan was aware of the album being sold in other stores and that they audited the data to weed out doubles sales. But if this were true then Virgin Megastore would be a in crap load of trouble for reselling those albums they bought from Walmart; who would also be questioned as to why it appears they sold Virgin Megastores large shipments of the album.
The main question is how did other big named music stores get their hands on this exclusive album and if the sales from those stores counted towards their total soundscan sales. Virgin Megastores has not commented.

I doubt her missing out on one says worth of sales is going to hurt her. Sales and popularity are astronomical on this single. She could afford to lose a days worth of sales and I'm sure it wouldn't harm or threaten her #1 spot at all.
It is undeniable. She's back for REAL this time. ;)
