WASHINGTON – President-elect Barack Obama is preparing to prohibit the use of waterboarding and harsh interrogation techniques by ordering the CIA to follow military rules for questioning prisoners, according to two U.S. officials familiar with drafts of the plans.

The proposal Obama is considering would require all CIA interrogators to follow conduct outlined in the U.S. Army Field Manual, the officials said. The plans would also have the effect of shutting down secret "black site" prisons around the world where the CIA has questioned terror suspects — with all future interrogations taking place inside American military facilities.

However, Obama's changes may not be absolute. His advisers are considering adding a classified loophole to the rules that could allow the CIA to use some interrogation methods not specifically authorized by the Pentagon, the officials said.

The new rules would abandon a part of President George W. Bush's counterterrorism policy that has been condemned internationally.

Obama spokeswoman Brooke Anderson did not have an immediate comment Friday about the drafted plans, which the two officials discussed only on condition of anonymity because they were not authorized to comment publicly.

No final decisions have been made about how to adjust the government's interrogation standards. Obama is still weighing whether to alter interrogation policy by executive order during his first days in office or working with Congress through legislation.

The plans do not specifically address the issue of extraordinary rendition, the policy of transferring foreign terrorism suspects to third countries without court approval.

In private Capitol Hill meetings, CIA Director nominee Leon Panetta and Director of National Intelligence designate Dennis Blair have said Obama wants a single set of rules for interrogations. And in Senate testimony Thursday, Attorney General nominee Eric Holder called the Army manual "a good place to start."

So you agree with treating those monsters with care and kindness???? Guess what, you won't get crap out of them if you do. Sometimes it takes aggressive actions to get information from people like this, and by our government banning actions such as waterboarding, we are playing into their hands as they will no longer be scared of us. I would rather allow our government the ability to do what needs to be done in order to get information from people such as terrorist so we can catch these guys and put them away.

Let me ask you liberals this. Do you think these terrorist think about how they treat people as they are killing or torturing them????? :noway: So why should we treat them with care, kindness, and even gentleness?

Sometimes it takes aggressive actions to get information from people like this, and by our government banning actions such as waterboarding, we are playing into their hands as they will no longer be scared of us. I would rather allow our government the ability to do what needs to be done in order to get information from people such as terrorist so we can catch these guys and put them away.

I'll tell you what, if someone is torturing me the way they were torturing the prisoners, I'd admit ANYTHING they wanted to hear, even if it was an outright lie, just to make it stop.

There are laws AGAINST them torturing prisoners. They're there for a good reason.

An eye for an eye, huh? No thanks. I believe in raising the standards and being better than that. The United States of America, my country, is better than that.

Justice and torture are two different things. The court system is quite capable of putting away dangerous criminals.

The overwhelming evidence from the intelligence community is that torture does not produce viable information - it produces a fabrication that the tortured person thinks their torturer wants to hear.

As has already been pointed out, much of what you do get from them through torture IS crap. Sometimes it takes aggressive actions to get information from people like this, and by our government banning actions such as waterboarding, we are playing into their hands as they will no longer be scared of us.
